I think whatsapp chats open for each new conversation on the phone of the client. So they can take over by going there and typing. You could notifiy them with an sms. However what happens if they don't see the sms or it is 11pm at night? Since users expect instant feedback, it is probably better to hand over the conversation to a professional service desk via an integraition or api or show the user "we will call you back during business hours, please leave your phone/enail"
