I would use a trigger to send an automatic message first. It is easier to control things like that if the bot has sent a message first. Then use one of the 3 possible methods Decay mentioned to take them down one of two paths. 1. Is a question. 2. Is not a question. If you have saved the message in a variable, you can then use a query knowledge base card to answer the question if it was one
