thanks @crooked-van-25152 for the answer. But what @flaky-gpu-87733 and my self are wondering is. If we need to upgrade from the "pay-as-you-go" to the "Teams" plan in order to use GPT 4. I am on a "pay-as-you-go" plan and can not make GPT 4 working. So far I did not get an answer if this plan issue is the problem.
