If you're using a standard Intent card, then, yes, you need to have an intent for swimming added to your Library with a bunch of utterances that match that intent. However, if you use the (newer) AI Transition card, then you can let the LLM figure it out for you and just say something like: user wants to swim and it should catch it all for you.
