Same. Since this feature rolled out recently, I've been wanting a way to toggle between buttons/dropdown, but I don't think it exists... yet. And as far as I know, there's no documentation for the drop-down/buttons. So, for now it's hard say where exactly it gets activated and goes from buttons to drop-down. Might need to do a feature request for ability to toggle between the 2 options. 🤔
