Let me tell you what retires are.
retires denies the users input
aka the user cant say anything
if he types something the bot will say something like "please select an option to continue"
so in the retry message put in the following text" please select an option"
set the number of retries to 999
Its like asking your father for candy and then he says no
and hes blocking your way of getting the candy

but i want them to be able to type something just if the user types something outside of the bots KB itll just respond with just "sorry i dont know what your talking about"
but i still want them to be able to type
and the knowledge base thing
